Syria’s Prime Minister to lead COP28 delegation amid uncertainty over President Assad’s attendance

Syria’s representation at the upcoming United Nations climate summit, COP28 in Dubai, will be spearheaded by Prime Minister Hussein Arnous, as revealed by a delegate. The announcement leaves unanswered questions about whether President Bashar al-Assad will ultimately participate in the crucial environmental conference.

The invitation extended to Assad by the United Arab Emirates in May marked a shift in the diplomatic landscape, with Arab states showing a willingness to engage with Damascus after a decade of isolation prompted by Assad’s forceful suppression of protests. These demonstrations, which initially sought political reforms, escalated into a protracted conflict, displacing millions, decimating infrastructure, and plunging Syria into a severe economic crisis compounded by international sanctions.

Syria’s agricultural sector, a vital component of its economy, has borne a heavy toll due to these factors. Last year, the country’s wheat harvest plummeted to approximately 1 million tonnes, representing a staggering 75% decline from pre-crisis levels.

The decision for Prime Minister Arnous to lead the ministerial delegation underscores the strategic focus on soliciting financial support for climate-related initiatives in a nation ravaged by war. Manhal al-Zoaby, head of the natural resources department at the agriculture ministry and a member of the delegation, outlined their primary objective as presenting Syria’s climate situation to various entities and organizations. The overarching goal is to secure funding that will enable the implementation of critical climate adaptation projects within Syria.

“We will present the climate situation in Syria to several parties and organisations. Our primary goal will be to bring in funding,” expressed Zoaby, emphasizing the delegation’s commitment to attracting projects and funding for essential climate adaptation activities. Notably, Zoaby did not confirm whether President Assad would participate in the COP28 summit.

The initial invitation from UAE President Sheikh Mohammed bin Zayed last spring emphasized the importance of an inclusive process at COP28. A spokesperson for COP28 highlighted that achieving a meaningful outcome necessitates the involvement of all relevant stakeholders.

The geopolitical backdrop further adds intrigue to Syria’s participation, considering the UAE’s historical role in supporting anti-Assad insurgents, albeit less prominently than Saudi Arabia and Qatar. Abu Dhabi has played a pivotal role in reintegrating Assad into the Arab diplomatic sphere, especially after military support from Russia and Iran facilitated the Syrian leader’s territorial gains against rebel forces.

As the international community anticipates the unfolding developments at COP28, the absence or presence of President Assad could carry significant implications for Syria’s diplomatic reintegration and its efforts to address pressing climate challenges. The delegation’s emphasis on securing financial backing underscores the urgent need for resources to address climate-related issues amid the nation’s ongoing recovery from a protracted conflict.
