China unveils comprehensive action plan for air quality improvement

China’s State Council has released a detailed action plan aimed at enhancing air quality by implementing strict controls on coal use and addressing high-emission projects. The plan outlines ambitious targets, proposing measures to reduce hazardous airborne particles, promote clean energy, and limit high-energy consumption initiatives. This initiative reflects China’s commitment to mitigating air pollution and fostering sustainable development.

By 2025, China aims to reduce the density of PM2.5 particles by 10% compared to 2020 levels and limit the number of days with severe pollution to less than 1%. The plan advocates for the development of new and clean energy sources, increased natural gas production, and a reduction in projects with high energy consumption and emissions.

Specifically targeting regions with significant coal consumption, the plan aims to decrease coal use in the Beijing-Tianjin-Hebei and surrounding areas by approximately 10% from 2020 levels by 2025. A 5% reduction is also targeted for the Yangtze River Delta region. Northern China’s Shanxi and Shaanxi provinces will experience a reduction in coal use during the same period.

The plan introduces restrictions on captive coal-fired generators, allowing only those contributing to overall grid safety. Inefficient small-scale coal-fired boilers are slated for decommissioning.

China envisions alternative or renewable energy sources constituting about 20% of total energy consumption by 2025. The plan promotes the use of electric vehicles, with targets set for the establishment of fast-charging stations, particularly in key regions like Beijing, Tianjin, and Shanghai.

To reduce air pollution from road transport, the plan advocates a 10% increase in freight cargo transport by rail and a 12% increase by water transport by 2025 compared to 2020. The railway is expected to handle 90% of long-haul coal transport around key mining hubs in the northern and northwestern regions by 2025.

China plans to expand funding for clean heating in the northern region and provide credit and financing support for upgrading traditional industries, aligning with efforts to modernize and reduce environmental impact.

China’s comprehensive action plan demonstrates a commitment to addressing air quality challenges through targeted measures and regional initiatives. The outlined goals and strategies emphasize the importance of transitioning to cleaner energy sources, reducing coal dependence, and promoting sustainable transportation.
