Biden Announces Israel’s Three-Phase Ceasefire Proposal for Gaza

U.S. President Joe Biden announced that Israel has put forward a new three-phase ceasefire proposal aimed at ending the ongoing conflict in Gaza. This plan includes the release of hostages held by Hamas in exchange for an “enduring ceasefire.”

Biden explained that the proposal, which he discussed during his televised remarks from the White House, would start with a complete ceasefire in Gaza lasting six weeks. During this period, Israeli forces would withdraw from all populated areas, and Hamas would release women, elderly, and wounded hostages in exchange for the release of “hundreds” of Palestinian prisoners. This phase also includes the release of American hostages. “We want them home,” Biden emphasized.

Additionally, the remains of hostages who have been killed would be returned to their families. Displaced Palestinians would be able to return to their homes and neighborhoods across Gaza, including in the north. To address the humanitarian crisis, Biden noted that there would be a significant increase in aid, with 600 trucks of essential supplies entering Gaza daily. The international community would also provide temporary shelters for the displaced population.

During the six-week ceasefire, Israel and Hamas would engage in negotiations to lay the groundwork for the second phase, which aims for a permanent end to hostilities. According to a senior U.S. administration official, each phase of the proposal is expected to last around 42 days. If negotiations extend beyond the initial six weeks, the ceasefire would remain in effect as long as talks are ongoing.

The final phase of the plan would involve a major reconstruction effort in Gaza and the return of any remaining hostages’ remains. Biden acknowledged that there would be opposition from various sides, including many in Israel, but urged critics to consider the potential consequences if this opportunity for peace is lost.

Biden also remarked on the severe destruction in Gaza, highlighting the need for significant international assistance to rebuild homes and infrastructure. He stressed the importance of this proposal for the future stability and recovery of the region.
